“On June 4, 2003, Secretary of Defense Donald H. Rumsfeld appeared before the Senate Governmental Affairs Committee (SGAC), accompanied by the chairman of the Joint Chiefs of Staff, to launch a full-court legislative pitch for civilian personnel reform. “In an age when terrorists move information at the speed of an E-mail or money at the speed of a wire transfer and fly around in commercial jetliners,” the secretary argued, the “lives of the men and women in uniform and, indeed, the American people” required a more effective and responsive civilian personnel system.”
