From the report: “The Department of Defense (DOD) manages around $700 billion annually based on budget requests developed at least two years before their execution. Once this funding is appropriated, any movement of plan resources often requires the acquiescence of Congress. In this environment, even estimates of this aggregate total off by as little as 0.01 percent equal $70 million—real money, even for the federal government. Further, if by overly restrictive regulation this funding is not allocated properly, the result is a United States less capable and prepared to meet national security challenges. The American people expect to get the most out of their defense dollars, and the current system falls short of that expectation in important ways.”
