From the document: “Mr. HORN. A quorum being present, the -Subcommittee on Government Management, Information, and Technology will come to order. Last year, the Nation's first ever governmentwide audit provided a comprehensive accounting of a multitude of financial problems with the executive branch of the Federal Government. I am disheartened to report that the results of the fiscal year 1998 audits are equally dismal. Once again, billions of taxpayers' dollars were lost to waste, fraud, and mismanagement, or just can't be accounted for.”
