From the preface: "Section 612 of the National Defense Authorization Act (NDAA) for Fiscal Year 2019 directed the U.S. Department of Defense to evaluate the methodology for awarding hostile fire pay and imminent danger pay and provide a report. These pays are commonly referred to as combat pay. The NDAA requested information regarding the current methodology used for awarding these pays, whether it is effective in meeting the needs of service members or whether an alternative approach based on deployments would be more appropriate, and in what ways these pays could be improved to address difficulties in implementation.'
