From the report: “The Civil Service Reform Act of 1978 (CSRA) and related legislation established a governmentwide system of performance management for federal employees. The Code of Federal Regulations (CFR) defines performance management as the systematic process by which an agency integrates performance, pay, and awards with its basic management functions for the purpose of improving individual and organizational effectiveness in accomplishing agency mission and goals.”
