From the executive summary: “The value of technical expertise is as evident from empirical research as it is from casual observation. However, the years of experience and practice needed to develop technical expertise increase its cost and limit its supply. Empirical demonstrations that the time to develop technical expertise can be compressed from years into months are few, but extant. These demonstrations have relied on computer technology for their delivery. This report summarizes design, development, implementation, and assessments of a recent Defense Advanced Research Projects Agency (DARPA) effort to accelerate ab-initio (from the beginning) development of authentic expertise in information systems technology (IT) by newly recruited Navy sailors. This training was intended to compress years of knowledge, skill, and experience into 16 weeks, the time allocated by the Navy to prepare and initially qualify sailors for the IT rating.”
