A Death in the Bureaucracy: The Demise of Federal PPB , April , 1973
April 1973
From the document: “By these words, PPB became an unthing. No publicity or press release; only an erasure from the administrative record. The death notice was conveyed on June 21, 1971, in a memorandum accompanying Circular A-11, the Office of Management and Budget's (OMB) annual ritual for the preparation and submission of agency budget requests. No mention was made in the memo of the three initials which had dazzled the world of budgeting five years earlier, nor was there any admission of failure or disappointment. The memorandum depicted the termination of PPB as part "of continuing OMB efforts to simplify budget submission requirements."
