From the executive summary: "The Department of Defense (DoD) faces many strategic and fiscal pressures that will shape the future direction, investments and organization of the MHS. The MHS must effectively integrate its readiness mission with its operations as an integrated delivery system optimizing both direct care (provided in DoD facilities) and purchased care (contracted in the local health care system) venues. This Study was directed by the Deputy Secretary of Defense to: “Develop a modernization strategy for the [MHS] that leverages the most promising commercial and military healthcare clinical and business tools, organizational models, and processes, and…Focus on improving the efficiency and effectiveness of the MHS.”
