From the executive summary: "The Department of Defense (DoD) faces many strategic and fiscal pressures that will shape the future direction, investments and organization of the MHS. The MHS must effectively integrate its readiness mission with its operations as an integrated delivery system optimizing both direct care (provided in DoD facilities) and purchased care (contracted in the local health care system) venues.
