From the report: "The U.S. Department of Defense (DoD) has two primary medical missions: maintain an operational medical capability to support combat operations (the “readiness” mission) and provide a healthcare benefit to DoD beneficiaries (the “beneficiary” mission). These missions are large; the readiness mission includes about 200,000 military medical personnel (120,000 active duty personnel and 80,000 National Guard and Reserve personnel), while the beneficiary mission is responsible for over nine million eligible beneficiaries. DoD spends over $50 billion per year on these missions—making military healthcare one of the largest areas of expenditure in the defense budget and larger than most cabinet agencies."
