From the executive summary: "The National Defense Authorization Act for Fiscal Year 2013, Section 671, established the Military Compensation and Retirement Modernization Commission (MCRMC) to perform a systematic review of the military compensation and retirement systems and to make recommendations to modernize them. Among the recommendations in its final report, released in January 2015,1 the MCRMC addressed the issue of health benefits, including both the peacetime benefit and health and combat casualty care for those serving in an operational environment. The report noted that the ability of the Military Health System to provide operational healthcare is measured by the readiness of its medical personnel and related capabilities and went on to recommend that the Congress and the Department of Defense (DoD) define and measure essential medical capabilities (EMCs) to promote and maintain critical capabilities within the military medical force."
