From the report: "Section 1073 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (the FY 2023 NDAA) required the Secretary of Defense to enter into an agreement with a Federally Funded Research and Development Center (FFRDC) to conduct a study to assess the impact of certain ethics requirements on the recruitment and retention of Department of Defense (DOD) personnel and the ability of the Department to detect, deter, prevent, and redress ethical misconduct. These provisions address a number of ethics issues—most prominently, post-government employment (PGE) restrictions for senior DOD officials. The IDA review assesses seven major issues with regard to the covered provisions:"
