From the introduction: "This white paper is intended for government and industry stakeholders who will work together on federal government modernization efforts. Most federal projects are initiated upon an approved business case that provides a high-level overview of the business problem or opportunity with the projected benefits, costs, schedule, risks, and impacts on operations. They then proceed to implementation. The objective of this paper is to improve the rate of success by prescribing a systematic approach to the evaluation, selection, and prioritization of projects to minimize risks during implementation."
