From the report: "When it initiated CIM, Defense believed that the thousands of automated information systems supporting its business operations—which include such functions as logistics, communications, personnel, health affairs, and finance—were redundant and inefficient. These operations were traditionally carried out in isolation by the individual military services and Defense agencies. As such, the information systems supporting these discrete operations were developed independently even though they may well have served similar purposes."
