The foundation for Janet Hale's career in technology, human resources, acquisitions and finance was laid by a Bachelor of Science degree in education from Miami University, followed by a Masters in Public Administration from Harvard's John F. Kennedy School of Government. Beginning with federal roles within the Department of Housing and Urban Development, Department of Transportation, and Office of Management and Budget in the 1980s and early nineties, Ms. Hale eventually held leadership posititions at the University of Pennsylvania and the United States Telephone Association.
Ms. Hale returned to federal government service in 1999, serving as Associate Administrator for Finance/Chief Financial Officer at the U.S. House of Representatives. In addition to developing and executing their $750 million dollar budget and supervising a staff of 60, she designed and developed both a new financial system and a new budgeting system.
In 2001, Ms. Hale moved to the Department of Health and Human Services, where she was the Assistant Secretary for Budget, Technology and Finance until 2003. In that role, she succeeded in designing a new financial system that unified disparate financial systems across HHS, while handling a $475 billion budget and supervising a staff of 140.
From 2001 to 2003, Ms. Hale served as the first Under Secretary for Management for the Department of Homeland Security, responsible for the financial, IT, human capital and administrative services for the $40 billion organization. In this important role, she was responsible for the integration of 22 agencies and 180,000 employees, including consolidation of 22 different human resource servicing offices, 98 separate payroll systems, 19 financial management centers, 13 procurement systems and hundreds of legacy IT systems.
Ms. Hale was a director at Deloitte & Touche LLP, where she served as senior advisor for strategic government procurements, policy, and operations from 2006 to 2016. She is currently providing strategic advice to small businesses and serves as a mentor coach to federal senior executives.
