Douglas A. Brook, Ph.D.

Dr. Douglas A. Brook is Visiting Professor in the Sanford School of Public Policy at Duke University where he has taught courses in national security, public budgeting, Defense and national security budgeting, professional ethics and policy analysis. He is also professor emeritus at the Naval Postgraduate School where he served as Dean of the Graduate School of Public Policy, Professor of Public Policy and founding Director of the Center for Defense Management Research.

Brook has held four Presidentially-appointed positions. From 2007 to 2009 he served first as Assistant Secretary of the Navy (Financial Management & Comptroller) and later as Acting Under Secretary of Defense (Comptroller)/Chief Financial Officer. In 1992 he was Acting Director of the U. S. Office of Personnel Management and from 1990 to 1992 he served as Assistant Secretary of the Army (Financial Management).

Dr. Brook holds a B.A. degree in political science and a Master of Public Administration degree from the University of Michigan. In 2001 he earned his Ph.D. in public policy at George Mason University.
