Mr. John “Art” Hagler is an Adjunct Research Staff Member at the Institute for Defense Analyses (IDA) in the Cost Analysis and Research Division. From 2019 to 2023, Mr. Hagler was the Chief Financial Officer (CFO) at the Defense Logistics Agency (DLA) where he led a team of over 700 geographically dispersed civilians who perform resource management functions for the largest Defense Working Capital Fund (DWCF) in the DoD (~$45B), ensured fiscal solvency of the DLA DWCF while balancing readiness requirements in support of Service customers, and managed the DLA General Fund (~$1B), comprised of O&M, RDA, MILCON, and BRAC funds. Mr. Hagler also resourced the National Defense Stockpile Transaction Fund (~$100M) and focused on cost management and transparency as well as setting conditions to enable DLA to achieve audit readiness objectives.
Prior to that, Mr. Hagler was the Director of Resource Management for the HQ Army G-4 from 2014 to 2019, Director of Military Personnel and Facilities from 2012 to 2014 and the Director of Business Resources from 2010 to 2012 both for the Office of the Assistant Secretary of the Army (Financial Management and Comptroller).
Mr. Hagler holds a MA from the US Army War College, a MA from North Carolina State University at Raleigh, and a BA from Wake Forest University.
