Mr. Richard W. Lombardi is a retired Senior Executive with 44 years of experience as a retired Air Force Colonel and Department of the Air Force career civilian in the areas of acquisition management, resourcing and financial management, governance, process improvement and transformation. Prior to his retirement, Mr. Lombardi was the Deputy Under Secretary of the Air Force, Management and Deputy Chief Management Officer, Office of the Under Secretary of the Air Force. Mr. Lombardi exercised the Under Secretary's Chief Management Officer responsibilities for improving the effectiveness and efficiency of Air Force business operations. In that role, he advised Air Force senior leadership on establishing strategic performance goals and managing Air Force-wide cross-functional activities to meet those goals. He also served as the Department of the Air Force’s Director of Business Transformation, overseeing implementation of continuous process improvement initiatives Air Force wide. Mr. Lombardi has also held numerous leadership positions as the Special Assistant to the Under Secretary of the Air Force for the Invisible Wounds Initiative, Principal Deputy Assistant Secretary for Acquisition, Deputy Assistant Secretary for Acquisition Integration, Executive Director of the Electronic Systems Center and Deputy Program Executive Officer, and Director, Budget Investment, Deputy Assistant Secretary for Budget.
Mr. Lombardi was awarded a Bachelor of Science Degree in Accounting (Cum Laude) from the University of Massachusetts, Lowell. He also earned a Master of Science Degree in Public Administration from Western New England University and a Master of Science Degree in Strategic Studies from the Air War College.
Mr. Lombardi's has been recognized for outstanding performance by receiving the Meritorious Presidential Rank Award, the Department of the Air Force Outstanding Career Civilian Service Award, numerous Exceptional Civilian Service and Meritorious Civilian Service Awards, the Legion of Merit and numerous Meritorious Service Medals.
