Kathleen S. Miller is an accomplished senior executive with extensive experience in strategic leadership, financial management, operations across multiple domains, logistics, human resources, and technology. She is a results-driven leader with a proven track record of overcoming complex challenges, building teams, delivering first-ever operational and strategic outcomes, and fostering innovative solutions.

Kathy held a wide variety of senior positions in the federal sector, most recently Deputy Under Secretary of Defense (Comptroller) developing DoD budgets totaling $2.46 trillion, and implementing groundbreaking financial audit strategies that resulted in the first-ever clean audit opinions for the United States Marine Corps, Defense Logistics Agency Transaction Fund, and the Defense Threat Reduction Agency. She played a pivotal role in the creation of a new Deputy Comptroller position focused on data analytics and artificial intelligence, and led efforts to increase budget transparency and flexibility through new implementation plans following a Congressional commission review. Under her leadership, employee engagement within her organization increased by 10%.

Other positions include Administrative Assistant to the Secretary of the Army, where she managed over 66 mission sets, the Presidential transition in 2021, and a budget of $3.7 billion.  As Assistant Chief of Staff for Operations, Plans, and Strategy (G-3/5/7), she guided the Army’s participation in military health system reform and oversaw critical cyber-related budget consolidations. As Principal Assistant Chief of Staff for Logistics, she implemented an SAP-based retail logistics system and led many projects focused on the industrial base and on property accountability.  As the Acting Deputy CFO for the Internal Revenue Service, she implemented an SAP-based core accounting system that passed a GAO audit in its first year.

Her education includes, BS Cornell University, MBA Syracuse University, MSS US Army War College. She has been a Certified Executive Coach.

Kathy’s exemplary leadership and contributions have earned her multiple prestigious awards, including the Distinguished Civilian Service Medal (2021 and 2025), the Distinguished Presidential Rank Award (2017), and the Meritorious Presidential Rank Award (2011).
